Harris County Lawsuits Produce Property Tax Savings Over $438 MM in 2024

When the premier assets of Harris County are on the line, only a judicial appeal of property taxes can net a property owner the correct deal. In 2024, $438.93 million in taxes were reduced in Harris County, thanks to $20.9 billion in property valuation being taken off the books. 9,689 judicial appeals were put against HCAD in 2024, and in the face of aggressive taxation, this number will only grow.

Harris County Judicial Appeals Filed by Property Type

Due to their high cost and the effort involved, these lawsuits are typically only used for commercial properties and multi family homes. Billions of dollars in property valuation and millions of dollars in cash could be up for grabs, necessitating such a strict process. Informal hearings and ARB hearings can be high stress, but judicial appeals take the cake. .

2024 saw 9689 lawsuits filed with the district court, the most ever seen in the county. This total was achieved thanks to a recent spike in homes that went to district court, with 1,999 doing so. Homes typically go to binding arbitration, but expensive homes are quickly becoming more common at this level. This helped make up for a slight downturn in commercial appeals, though they still led easily with 5,539. Apartments and other multi family housing properties accounted for 1,812 cases going to district court.

HCAD Value Involved in Judicial Appeals

$157.89 billion in appraised value was challenged in Harris County judicial appeals in 2024, with $84.11 billion of that being commercial property. Multi family homes are becoming a bigger target as well, with $62.89 billion contested. As home prices increase, a select few single family homes make it all the way to court, though these are extremely rare and are always priced over $4 million. $6.27 billion in residential value was challenged in 2024.
